As you may have gathered, thats not an easy place to start. Do you know what frame it was supposed to fit? Start with a front tire, block the assembled front end at the height you want your neck. Measure the rake and trail, figure out what to do from there. Thats a pretty crude way to do things, but...

Looks like some offset to the trees. Run a center line down the steering head, (not the rear leg) to the ground. Run a verticle line from ground through axle center. The distance between these points is your trail measurement. If the tire center is ahead of the steering center then it is negative tr...

I second the mock-up. Wood and mdf work great and are fairly inexpensive. You can address a lot of questions and issues that way on the cheap.
